Arrest Made in Deadly Torrance Hit and Run Accident

California hit-and-run accident lawyer weighs in on a fatal hit-and-run crash in Torrance where a man was struck by a vehicle and dragged for two miles on the vehicle's windshield before witnesses forced the driver to stop.

According to a Nov. 25 NBC Los Angeles news report, the 51-year-old driver has been charged with allegedly driving under the influence, hit-and-run and vehicular manslaughter.

Phillip Moreno, 30, of Torrance was killed in a hit-and-run car accident after a driver hit him and then drove with him lodged on the hood of her car for two miles before witnesses forced her to stop. According to a Nov. 25 NBC Los Angeles news report, the collision occurred the night of Nov. 24 at the intersection of Torrance Boulevard and Madrid Avenue.

The driver, identified as 51-year-old Sherri Wilkins, is facing alleged criminal charges including hit-and-run, DUI and vehicular manslaughter, according to the report. Wilkins drove for about two miles with the victim on top of the car until witnesses managed to stop her near Crenshaw Boulevard and 182nd Street, the NBC report states. Moreno was transported to an area hospital where he died from his injuries, according to the news report.

According to California Highway Patrol's(SWITRS), 147 deaths and 19,009 injuries reported as a result of hit-and-run car accidents statewide. In Los Angeles County, traffic accidents claimed 530 lives and caused 50,513 injuries in 2010.Leaving the scene of an accident is also illegal under California law. California Vehicle Code 20001 (a) states: "The driver of a vehicle involved in an accident resulting in injury to a person, other than himself or herself, or in the death of a person shall immediately stop the vehicle at the scene of the accident."
